OPERATION MAITRI – FACTSHEET (UPDATE 24.05.2015)
India’s support operation for rescue and relief after the Nepal Earthquake on 25 April 2015
Highest commitment to support the efforts of Government of Nepal (Prime Minister Modi in his Radio Programme “Mann ki Baat” on 26th April,)
• “India will make all efforts to wipe the tears of every person in Nepal, hold their hands and stand with them.”
• “After rescue operation, we will begin relief work and after that rehabilitation work, which will continue for long.”
Swift response
• Prime Minister Modi spoke to President of Nepal and Prime Minister of Nepal within hours of the earthquake, and assured all support and assistance.
• First Indian Air Force aircraft with relief material for Nepal reached within six hours.
• 10 NDRF teams, one Army Engineering Task Force, 18 Army medical units despatched within 24 hours.
• Action in the backdrop of damage in India itself.
24×7 implementation and monitoring at the highest official level
• India’s support to Nepal’s rescue and relief efforts guided and monitored by Prime Minister Modi.
• Regular meetings of the by National Crisis Management Committee, chaired by Cabinet Secretary.
• Meeting with the leadership of Nepal by National Security Advisor, Additional Principal Secretary to Prime Minister and the Foreign Secretary; aerial survey of the epicentre (Barpak) and review of India’s rescue and relief support (May 1).
• Visit by Member Secretary, National Disaster Management Authority to assess Nepal’s requirements for immediate recovery and reconstruction (May 6-7).
National Disaster Response Force of India
• 16 NDRF teams (over 700 Officers and men) were deployed in Bus Park Area Gauri Shankar Guest House, White Gumba, Sychatar, Balaji Gongphu, Gangbu, Chaumati, Sangamtol, Brijeshwari, Shobha Bhagwati Bridge, Balaju, Gauri Shankar Hotel, Tilganga, Sakhu (3 teams) and Maharajgunj.
• NDRF rescued 11 persons alive and retrieved 132 dead bodies, including that of Nepal Army Major Binod Shrestha. 07 live victims rescued and 22 dead bodies recovered during the first operation itself.
• NDRF Medical Camps at six places treated 992 affected persons.
• Established communication link with crisis management machinery in India.
• The Director General of NDRF deputed to Kathmandu to lead the operations.
• On April 29, Prime Minister of Nepal along with Nepal Army Chief visited NDRF site at Balaju. Deputy Prime Minister and Home Minister along with Ambassador of India to Nepal visited NDRF site at Sobha Bhagwati Bridge.
• Following the end of Search and Rescue operations, NDRF teams returned to India
Indian Army and Indian Air Force in support of Government of Nepal’s efforts
• Close support for and coordination with rescue and relief efforts of Nepal Army.
• Indian military assets at disposal of Nepali authorities and priorities.
• Task Force of about 450 Indian Army Officers and men in Nepal led by a Major General.
• An Air Vice Marshal of the Indian Air Force deputed to Nepal to lead and coordinate air support by about 150 Officers and men of IAF for rescue and relief.
• C-17, C-130, Il-76 and An-32 of IAF conducted a total of 37 sorties to bring over 571.65 T of relief material (food, tents, blankets, water, tarpaulins, baby food, medicine, etc.) rescue and heavy earth moving, engineering and communication equipment, ambulances, RO plant, oxygen generators, two Army Field Hospitals with 18 medical teams, 18 Army engineering teams and 16 NDRF teams.
• A Brigadier of the Indian Army deputed to Pokhara where Army’s Pension Paying Officer is involved in seamless coordination with Nepal Army and local authorities to reach rescue and relief to the areas closest to the epicenter.
• Eight Mi-17 and five Advanced Light Helicopters of Indian Army and crew at the disposal of Nepal Army for rescue and relief. Ex-Kathmandu and ex-Pokhara they have so far performed over 1679 sorties, evacuated over 993 (mostly Nepalese and foreigners) persons, inducted over 1689 Nepal Army troops, carried over 4963 passengers (out of which about 500 were Indians), and airlifted close to 768.16 T of stores.
• Indian Army helped foreign military and other teams to induct, de-induct and evacuate (including those of USA, China, France, Singapore, UNDAC, etc.)
• One Rapid Action Medical Team (IAF), 3 Army Hospital, consisting of about 30 Medical Officers.
• Indian Army deployed 18 medical teams. It’s two Field Hospitals in Lagankhel (45 bedded) and Sinamangal, two medical teams at Barpak, one team each at Sinamangal, Gorkha and later Dhading so far attended to over 4174 patients in OPD, performed over 300 surgeries, attended to over 214 Admit cases and discharged over 115 patients.
• 6500 cubic meters of debris have been taken out from World Heritage Sites – Kathmandu, Bhaktapur and Patan by the Indian Army Engineering Teams and Nepal Army.
• Over 1500 tonnes of relief material received from India by trucks.
• Indian Army’s Engineering task Forces in Barpak, Nikoshera and Bhaktapur (total 76 Officers and men) cleared at least 600 cubic meters of debris, helped clear 100s of square meters of area, helped recovered 8 bodies, household goods and valuable, and assisted locals in reconstruction of two 20’x15’ shelters and reconstruction of several houses.
• District Service Boards of Nepali Gorkha ex-servicemen of Indian Army mobilised and effectively coordinating and contributing to relief at district and village levels.
Other Measures by the Government of India
A 31 member team comprising Orthopedic Surgeons, Anesthetists, paramedics and OT Technicians in Kathmandu since 26 April 2015, sent by the Union Ministry of Health and Family Welfare of India. It operationalised National Trauma Centre, including all five of its Operation Theatres, performed life-saving and corrective surgeries, and extended pre- and post-operative care.
15 T of medicines, 100 stretchers, 1.2 lakh litre oxygen and body bags also provided.
A public-private partnership team assisting in tracing persons reported missing and in creating inventory of relief material.
Powergrid Corporation of India Ltd. team worked closely with Nepal Electricity Authority to restore about 85% of power supply in the valley in the first 3-4 days itself after the quake.
A team from the Indian Oil Corporation was deputed to work with Nepal Oil Corporation to assess and ensure essential fuel supply.

• Several Union Government officers deputed to Kathmandu, Raxaul and Sunauli for coordination of relief efforts and ensuring expeditious relief supplies.
Measures for stranded foreign nationals
• Over 3800 foreigners evacuated from and within Nepal, acknowledgement by foreign leaders
• Gratis visas on arrival (1081 visas till 3rd May)
Nepal’s friends in need – the States of India
• PM Modi spoke with several Chief Ministers immediately after the earthquake.
• About 12,450 persons (Indians and some foreign nationals) travelled to India in 318 buses sent by the state governments of UP (274), Bihar (79) and Uttarakhand (25).
• At least 5000 MT of relief material (mostly food, tents, tarpoulins, blankets, water, medicines) in over 650 trucks sent by Governments UP (109 trucks), Bihar (61), Rajasthan (39), West Bengal (35), Haryana (21), Punjab and Delhi and NGOs (over 350 trucks) in these and other states through Sunauli (UP), Raxaul (Bihar) and Pani Tanki (West Bengal). Relief material handed over to Nepali authorities for distribution.
• Three Community Kitchens from Punjab and Haryana in Bhaktapur and Lalitpur serving about 20,000 persons per day since the beginning of May 2015
• 24 T of food and relief material from Government of Gujarat.
• Medical teams from Karnataka, Bihar, Gujarat, Delhi and Apollo Hospital.
Overwhelming and spontaneous outpouring of support across India
• Numerous Indian NGOs and individuals rendering services on ground and contributing to relief.
• Medical teams mobilised from various States and from prominent voluntary organisations.
• An Indian Army team on expedition to Mt. Everest voluntarily engaged in immediate relief and rescue.
• Specified quantity of relief material carried free to Kathmandu by commercial Indian airlines.
• Pawan Hans has offered 4 Helicopters at disposal of Nepali authorities.
• Indian Telecom operator lowered tariff for calls between India and Nepal to local rates as prevalent in India for the first week after the quake.
The Embassy of India at Ground Zero
• Despite casualties, structural damage and disruption of communication, the Embassy remained in the forefront of delivering and coordinating in Nepal India’s support in rescue and relief since April 25th itself, and is now actively engaged in working with the Government of Nepal for recovery and reconstruction as well.
• Close relief coordination with Nepali authorities, including at the District level.
• Government of India kept in regular touch with the Nepalese leaders and officials, in Kathmandu as well as in New Delhi. Ambassador of India actively guided Indian relief efforts in Nepal and reached out to the affected.
• Ambassador also handed over relief material to Buddhist organisations at Swayambhu and Dharmakirti Vihar on Buddha Purnima (May 4).
• Uninterrupted humanitarian and consular services, including in the cases of Indian fatalities (29), and evacuation of seriously injured (11 cases on horizontal stretchers) and other Indians. (3,383 by IAF sorties and 12,450 by buses)
• Support and guidance to foreign and Indian nationals.
• Normal operations, including Visa and Consular services, resumed since May 5th.
• Regular consultations, coordination and interaction with diplomatic community in Nepal in the context of rescue and relief efforts, and forthcoming recovery and later phases.
